Perumusan masalah dalam penulisan tesis ini adalah bagaimana aturan hukum keimigrasian mengenai izin tinggal terhadap warga negara asing (WNA) di Indonesia pada masa pandemi Covid-19, serta bagaimana peran petugas Kantor Imigrasi Kelas I Khusus TPI Medan dalam pengawasan izin tinggal warga negara asing (WNA) di Kota Medan pada masa pandemi Covid-19, dan bagaimana kendala yang dihadapi oleh petugas Kantor Imigrasi Kelas I Khusus TPI Medan dalam pengawasan izin tinggal warga negara asing (WNA) di Kota Medan pada masa pandemi Covid-19?. Penelitian Tesis ini menggunakan pendekatan hukum Normatif, yaitu penelitian yang mengacu kepada norma-norma hukum yang terdapat dalam peraturan perundang- undangan yang berlaku sebagai pijakan normatif. Aturan hukum keimigrasian mengenai izin tinggal terhadap warga negara asing (WNA) di Indonesia pada masa pandemi Covid-19: Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, Undang-Undang Republik Indonesia Nomor 6 Tahun 2011 Tentang Keimigrasian, Peraturan Pemerintah Republik Indonesia Nomor 31 Tahun 2013 tentang Petunjuk Pelaksanaan Undang-Undang Nomor 6 Tahun 2011 Tentang Keimigrasian. Peran petugas Kantor Imigrasi Kelas I Khusus TPI Medan dalam pengawasan izin tinggal warga negara asing (WNA) di Kota Medan pada masa pandemi Covid-19: a.
